Elbow-Sleeve Frill Dress

Ann Mashburn's most feminine popover, in dress form. This one's made of Liberty Fabric, which is a fine, cool, and almost silky cotton that really lets the print shine. There are also on-seam pockets and extra fabric to let down the hem if you'd like a longer dress — it can be lengthened up to 3 more inches.
